PFRA(Chuggers)
The charity fundraiser who collect direct debit instructions face-to-face from customers are known as ‘Chuggers’. In order to manage this activity in Bath a site management agreement is now in place between the PFRA (Public Fundraising Regulatory Authority) and Bath City Centre Management. The purpose and spirit of this agreement is to facilitate face-to-face fundraising in a given location and provide balance between the right of the charity to fundraise and the right of the public to go about their business without an impression of undue inconvenience.
Once an agreement is in place it should minimise the administration for all concerned, providing just one channel for information and support, as City Centre Managers and Licensing Officers only have to deal with one organisation, the PFRA, instead of dealing with each individual charity and fundraisers organisation separately.
An SMA also recognises and accommodates the fact that other legitimate activities also operate on the Public Highway, including events, street trading and activities organised by the Local Authority or authorised public bodies (e.g. Police)
Bath City Centre contains the following operating sites delineated as follows:
Site 1 – Union Street ( Northumberland Place to Westgate St) – Capacity: maximum of 4 branded/working fundraisers plus one branded supervisor who is clearly identifiable as the Team Leader or /non-fundraising Team Leader only identifiable with an id badge
Site 2 – Northgate – (Northgate to High Street – only on the Corridor side of the street) Capacity: maximum of 2 branded/working fundraisers plus plus one branded supervisor who is clearly identifiable as the Team Leader or /non-fundraising Team Leader only identifiable with an id badge
Site 3 – Milsom Street (Quite Street and Green Street to the top of Milsom Street joining George Street) – Capacity: maximum of 4 branded/working fundraisers plus one branded supervisor who is clearly identifiable as the Team Leader or /non-fundraising Team Leader only identifiable with an id badge
Site 4 – Stall Street – (York Street – Lower Borough Walls) Capacity: maximum of 2 branded/working fundraisers plus plus one branded supervisor who is clearly identifiable as the Team Leader or /non-fundraising Team Leader only identifiable with an id badge
Each site will be allocated one day a week plus a rotating timetable of use as agreed with the PFRA and City Centre Manager

Friday – Site 4
Saturday – usually happens once a month and agreement of which site to use will be discussed with the City Centre Manager. The site will be on a rotation basis.
Sunday – No activity takes place.
